JAY MULLETT

Director of Federal Programs

Jay Mullett has over 29 years of professional experience with an emphasis on performing and managing a variety of environmental compliance, remediation, and construction projects for federal and industrial customers.  Mr. Mullett has successfully bid on and managed large projects on various contracts through the United States Army Corps of Engineers (USACE), National Guard Bureau (NGB), and the Air Force. For the past 14 years, Jay has served as the Program Manager on multiple nationwide ID/IQ contracts for the NGB and USACE, resulting in over 200 task order awards in excess of $120M. 

 

As a Federal Program Manager, Jay has been involved in A-E environmental projects in every state and territory. Mr. Mullett has experience in marketing and communicating with clients and building small business teams and relationships. Significant knowledge in performing on and marketing federal contracts, including proposal writing, conducting technical and quality reviews, and cost estimating. Heavily involved with PFAS and environmental remediation management and guidance for AFCEC, USACE, and NGB projects and previously served as a member of his prior firm's internal PFAS Work Group. Since 2013, Jay has been managing and executing large DoD contracts related to PFAS investigation, remedial design, remedial construction, operation, maintenance, and monitoring.  This work included supporting LATA on the BECOS Midwest Region contract as the technical lead for the former Wurtsmith AFB.      

 

Jay has a Bachelor of Science degree in Civil Engineering from Michigan State University and a Master of Science degree in Engineering Management from Wayne State University.  Jay currently has professional engineering licenses in Michigan, Ohio, and Kentucky.  Jay rolls up to the Westerville, OH office by way of Commerce Township, MI and in his free time, he likes to spend time with his family, traveling, playing golf, and bowhunting.
