CARL BEARD, Ph.D., PMP

Chief Operating Officer - LATA

Carl is currently supporting LATA as its Chief Operating Officer responsible for working closely with the leadership team to manage the overall strategy and execution of LATA work. In this capacity he coaches and develops the organization to ensure LATA delivers performance excellence; looks for methods to improve quality, efficiency and productivity and reduce cost, and leads initiatives to provide continued growth within the organization. 

 

Carl has 28 years of experience including management of analytical laboratory and facility operations, implementation of effective management structures and integration of multi-disciplined teams, process optimization and cost minimization, and customer engagement and relationship building. Carl’s professional skill set includes management of large-scale organizations in excess of 4,500 employees and budgets in excess of $1B; successful execution and delivery of complex analytical, operational, manufacturing, and research & development services; operational oversight of hazardous nuclear, explosive, chemical, and biological operations; orchestration of complex logistics with various supply-chain demands; and management of diverse employee populations in both bargaining and non-bargaining environments.

 

Carl’s previous experience includes serving as Group Vice President for AECOM’s Management Services Nuclear and Environment Group supporting projects at sites involving nuclear operations and environmental remediation; serving as Associate Director for Plutonium Science and Manufacturing at LANL where he oversaw the re-establishment of the U.S. pit manufacturing capability and delivery of the first new pit to the stockpile in nearly 20 years; serving as Department Manager for Materials and Analytical Services at the Pantex Plant; and serving as the Director of the Nuclear Engineering Teaching Laboratory at the University of Texas – a nuclear experimental research laboratory.

 

Carl has a B.S., M.S., and Ph.D. in Nuclear Engineering from Texas A&M University, has authored over 50 technical publications and has twice been awarded the U.S. Defense Programs’ Award of Excellence.
