Mr. Harbin serves as LATA’s Vice President, DoD Operations responsible for development and implementation of business opportunities in the defense sector and is currently the Program Manager for LATA’s DoD project portfolio. He is the Program Manager for the Texas, Louisiana Group Bases Optimized Remediation Contract (ORC), the BRAC Environmental Construction Optimization Services (BECOS) – Midwest Region, Great Lakes ORC, U.S. Air Force A/E 13 contract, and other contracts for USACE. Mr. Harbin is also the Project Manager for the Texas Group Bases Performance Based Contract (PBC).
Jay is also an accomplished Senior Project Manager with experience managing large environmental programs, environmental investigations, restoration, remediation, and regulatory compliance projects for Air Force Civil Engineer Center (AFCEC), Air National Guard (ANG), Army Corps of Engineers (USACE), Texas Military Forces, Underground Storage Tank (UST) clients, and the Texas Commission on Environmental Quality (TCEQ). Investigation projects have included soil, groundwater, soil gas, vapor intrusion, surface water, and unexploded ordnance (UXO). Restoration and remediation projects have included soil vapor extraction systems, groundwater sparging systems, groundwater pump and treat systems, substrate injections, and removal actions.
He also has served as on-site Field Manager, Quality Manager, Project Manager, Program Manager, Contract Manager, and Safety Officer for multiple large high-profile multidisciplinary projects as well as being a regulator representing the Texas Natural Resource Conservation Commission (TNRCC) (now TCEQ). Mr. Harbin is knowledgeable in CERCLA, RCRA, MMRP, TCEQ Corrective Action under TRRP, and TCEQ’s petroleum storage tank (PST) regulations. Mr. Harbin is also experienced in managing performance-based contracts and business development for federal clients.
Prior to joining LATA, Jay served in Business Development and Program Management roles for AECOM and URS.
Jay has a B.S. in Geological Sciences from the University of Texas, is an accredited Project Manager Professional (PMP), and is licensed by the States of Texas, Illinois, and Arizona as a Professional Geoscientist and licensed by the TCEQ as a Leaking Petroleum Storage Tank (LPST) Corrective Action Project Manager (CAPM).
